Sheriff's Office Investigating Livestock Incident; Shenandoah Man Charged with Threats and Stalking
SHENANDOAH, Va. — After disturbing images of dead animals appeared on social media, the Page County Sheriff’s Office (PCSO) released a statement about an individual possibly involved.
On August 26, 2025, images of what appeared to be disemboweled livestock discarded on a roadway were anonymously shared in a local Facebook community group.
Soon, hundreds of outraged responses appeared, identifying the individual allegedly responsible, and sharing their own concerns about the man. Many advised they would be contacting the PCSO and/or the Virginia Department of Agriculture (Office of Veterinary Services) to file formal complaints.
On Thursday, August 28, the PCSO issued the following statement via social media:
The Page County Sheriff’s Office is aware of and is continuing to investigate an incident involving livestock and threats on Grindstone Mountain Road.
Currently, Joseph Clinton Dovel III, has been charged with the following;
§18.2-137 – Destruction of Property
§18.2-60 – Threats by letter, communication, or electronic communication
§18.2-60.3 – Stalking
Dovel has been held without bond at the Page County Jail.
This investigation is ongoing.
No additional details will be released at this time.
According to online records, Dovel is scheduled to appear in Page County General District Court for a bond hearing on September 4, 2025.
