The Page County Board of Supervisors' August 18, 2025 regular meeting included the following agenda items and actions:
CALL TO ORDER
Supervisors Keith Guzy (District 1), Allen Louderback (District 2), Ryan Cubbage (District 3) and Chairman Keith Weakley were present.
Supervisors Susan Kile (District 4) and Jeff Vaughan (District 5) were not in attendance.
PUBLIC HEARINGS
Budget Amendment
Supervisors conducted a public hearing on proposed budget amendments. The hearing drew no speakers.
Supervisors unanimously approved appropriation requests totaling $623,874, including $4,000 in state funds through a Public Safety Answering Points' (PSAP) Education Single Jurisdiction Grant to the Page County ECC for education and expenses; $150,000 in state funds through a PSAP NG9-11 Additional Funding Grant to the Page County ECC for the center's computer-aided dispatch system, telecommunications expenses, membership to the Association of Public-Safety Communications Officials (APCO) International, training academy fees, recording software and bonuses for full-time staff; $24,450 in federal funds through a Bureau of Justice Assistance (BJA) equipment grant to the Page County Sheriff s Office for equipment including camcorders, thermal monoculars and binoculars; $8,150 from the general fund balance to the Page County Sheriff's Office as a match requirement for the BJA grant; $33,909 from the general fund balance to county administration for the transition of a part-time administrative position to a full-time community services aide position; $225,000 in carryover funding from the general fund balance to the Page County School Board for educational adequacy and demographic studies that will be used to refine the school system's capital improvement project plan; and $140,000 in carryover transient occupancy tax revenue to the Page County Economic Development and Tourism Department for contributions to the towns of Luray, Stanley and Shenandoah for tourism-related projects.
PRESENTATIONS, PROCLAMATIONS & AWARDS
Update on Shenandoah National Park
Acting Chief of Facility Management for Shenandoah National Park Stan Cockrell provided an update about current and upcoming park projects, including campground upgrades, trail maintenance, overlook restoration and infrastructure improvements.
Specific projects include infrastructure improvements at the Old Rag parking area; erosion control and repairs along trails throughout the park; upgrades to the water systems in the Big Meadows and Skyland areas; the removal of hazard trees; the repair of 17 critical stone masonry structures; the design phase of a new entrance station in Front Royal; and the design phase of bridge rehabilitation at Route 211 and Route 33.
ACTION MATTERS
Resolutions — Opioid Settlement Agreements
Supervisors unanimously approved two resolutions: a resolution accepting the Purdue Pharma Bankruptcy Plan and approving the county's participation in the proposed direct settlement of opioid-related claims against the Sackler Family, and directing the county's outside counsel to execute the documents necessary to accept the plan and effectuate the county's participation in the settlement; and a resolution approving the county's participation in the proposed settlements of opioid-related claims against Alvogen, Amneal, Apotex, Hikma, Indivior, Mylan, Sun and Zydus and their related corporate entities, and directing the county attorney and/or the county's outside counsel to execute the documents necessary to effectuate the county's participation in the settlements.
According to Page County Attorney Michael Helm, Virginia is working to garner participation from all localities.
Board and Commission Appointments
Supervisors unanimously appointed Danielle Dinges as the as the Industry Representative for Agritourism to the Page County Tourism Council for a two-year term that will expire June 30, 2027.
CONSENT AGENDA
Supervisors unanimously approved the consent agenda as follows: financial reports for the period of July 1 through July 31, 2025; accounts payable checks, payroll checks, payroll direct deposits and payroll tax-related electronic fund transfers totaling $7,931,105.89 for July 2025; and the meeting minutes of July 21, 2025.
NEW BUSINESS
Review of Zoning Ordinance Amendments (Catering Facility, Mobile Food Vending Operations Restaurants, etc.)
Supervisors reviewed proposed zoning ordinance amendments to Section 125-4 (Catering Facility, Mobile Food Vending Operations, Restaurants, General and others); Sections 125-9 through 13 (related district regulations); and Section 125-21, 125-24, 125-30.17 and 125-30.24 and 125-30.25 (related supplemental regulations).
According to Page County Planner Josh Hahn, in its draft proposal for a consolidated zoning and subdivision ordinance, the Berkley Group recommended new definitions to encompass restaurants and similar uses, including definitions and, in some cases, regulations for catering facilities; restaurant, drive-thru; restaurant, general; and restaurant, mobile.
Supervisors voted unanimously to conduct a public hearing on the proposed amendments during the board's meeting at 7 p.m. on Monday, Sept. 15, at the Government Center in Luray.
ADMINISTRATOR'S REPORT
Page County Administrator Amity Moler reported that the county saw multiple companies apply for Virginia's Broadband Equity, Access and Deployment (BEAD) program, and that all awardees are set to receive fiber optic cable to the home to ensure high-speed internet access.
She noted that All Points Broadband is set to begin last-mile construction in Page County through the Virginia Telecommunication Initiative (VATI) in September (originally scheduled to begin in August).
