REFUND REQUEST FOR TRANSIENT OCCUPANCY TAX GROSS RECEIPTS
Page County Commissioner of the Revenue Becky Smith presented a refund request totaling $67,233.90 for a business that incorrectly filed transient occupancy tax gross receipts for the month of July 2025.
Smith noted that she could not name the business because of the confidentiality of gross receipts of a business. Supervisors unanimously approved the refund request.
REVIEW OF REZONING REQUEST — FLOWERDEW HUNDRED, LLC
Agriculture to Commercial
Supervisors reviewed a request by Flowerdew Hundred, LLC to rezone a parcel containing 9.69 acres located off U.S. Highway 340 in Stanley.
The applicant is proposing to rezone the parcel from agriculture to commercial.
If approved, the applicant plans to use the parcel for commercial use(s) as permitted by the county’s zoning ordinance.
Supervisors voted unanimously to conduct a public hearing on the request during the board’s meeting at 7 p.m. Monday, Jan. 5, at the Page County Government Center in Luray.
SPEED STUDY REQUEST
Lakewood Road / U.S. Route 340 Business
Supervisors unanimously approved a resolution requesting that the Virginia Department of Transportation conduct an engineering speed limit study for U.S. Route 340 Business between Mount Carmel Road and Stonyman Road, including its intersection with Lakewood Road, to evaluate the potential for a graduated reduction in the posted speed limit as warranted.
The resolution states that supervisors support any additional review or analysis deemed necessary by VDOT to improve safety and mitigate crash risk at the location.
RESOLUTION TO AUTHORIZE THE PURCHASE OF REAL PROPERTY
215 W. Page Street, Luray
Supervisors unanimously approved a resolution to authorize the purchase of 215 W. Page Street in Luray for $68,000.
The resolution states that it is anticipated that the real property will be used for the expansion of public parking and other public business matters.
PERFORMANCE & LOCAL INCENTIVE GRANT RECAPTURE AGREEMENT
Supervisors voted unanimously to support a performance and local incentive grant recapture agreement between the Page County Economic Development Authority and Hub Development LLC, and to appropriate the necessary funds for the approved real estate tax rebates once final figures are confirmed.
The agreement outlines conditions of the county’s commercial rehabilitation real estate tax exemption grant, an incentive authorized by the county’s code to stimulate business and industrial growth within the Page County Enterprise Zone.
Hub Development, LLC is working to renovate the former Warehouse Art Gallery building at 15 Campbell Street in downtown Luray.
The proposed project includes the creation of one- and two-bedroom apartments as well as ground-level restaurant and office rental space. The total investment is estimated at $8 million.
TRAFFIC SAFETY CONCERNS
Supervisors discussed traffic safety concerns in the county’s Newport area along U.S Highway 340, including in front of Kite’s Store, and in Shenandoah between the Naked Creek Bridge and the Shenandoah Moose Lodge.
Supervisors by consensus authorized administration to coordinate a meeting after the first of the year with VDOT officials to discuss concerns and possible solutions to bolster traffic safety in the areas.
VOLUNTEER INCENTIVES
Supervisors discussed possible incentives for volunteer first responders in Page County.
The board by consensus requested that administration gather information about VOLSAP, an optional savings plan for volunteer firefighters and rescue squad workers throughout Virginia, as well as the possibility of authorizing a personal property tax rebate for one vehicle per first responder.
EDA LAND DISCUSSION
Supervisors discussed land owned by the Page County Economic Development Authority, the EDA’s RFP process and ways to increase communication and collaboration between the two boards.
Supervisors by consensus instructed administration to coordinate a joint meeting after the first to the year between the board of supervisors and the EDA.
