The Page County Board of Supervisors ‘Jan. 5, 2026 work session included the following agenda items and actions:
CALL TO ORDER
Supervisors Jeremy Baldwin (District 1), Allen Louderback (District 2), Jeff Vaughan (District 5) and Chairman Bucky Thomas (At-Large) were present. Supervisor Ryan Cubbage (District 3) joined the meeting by phone. Supervisor Susan Kile (District 4) was not in attendance.
ORGANIZATIONAL MEETING
Nomination of Vice Chair for 2026
The board unanimously nominated Supervisor Louderback to serve as first vice chairman and Supervisor Cubbage to serve as second vice chairman of the Page County Board of Supervisors for calendar year 2026.
Approval of 2026 Meeting Schedule
Supervisors unanimously approved the board’s annual meeting schedule.
The schedule reflects monthly work sessions on the first Monday of each month and regular meetings on the third Monday of each month, unless a legal holiday occurs on that Monday.
If a holiday occurs on a first or third Monday of the month, the meeting is scheduled for Tuesday of that week.
All meetings are scheduled for 7 p.m. in the Board of Supervisors Room, located on the second floor the County Government Center at 103 S. Court St. in Luray.

Re-adoption of Rules of Procedure
Supervisors unanimously adopted the Board’s Rules of Procedure for 2026 with an addition regarding public hearings under “Conduct of Business” that reads: “Any applicant who has a public hearing before the Board may speak for 10 minutes after review of the staff report and for an additional 5 minutes after the Board receives comments from the public to offer any closing remarks or rebuttal. The total time allotted to the applicant shall not exceed 15 minutes.”

WORK SESSION
Public Hearing Rezoning Request
Flowerdew Hundred LLC Agriculture to Commercial
Supervisors conducted a public hearing on a request by Flowerdew Hundred LLC to rezone a parcel containing 9.69 acres located off U.S. Highway 340 in Stanley from agriculture to commercial for commercial use(s) as permitted by the county’s zoning ordinance, according to the applicant.
The hearing drew three speakers.
Noting that not all supervisors were in attendance, the board voted unanimously to table a decision on the rezoning request until all board members are present.
Adoption of Corrected Ordinance to Amend a Portion of Chapter 125
(Zoning Ordinance)
Noting that supervisors on Sept. 15, 2025 adopted an ordinance amending Chapter 125 — which included various amendments to the parts and subparts of the ordinance governing mobile food and catering businesses — Page County Administrator Amity Moler reported that the ordinance that was submitted for adoption included an error under the amendment to Section 125- 12 Commercial (C-1).
The submitted ordinance included outdated language in the proposed amendment, said Moler, not the current language of the code being amended, which is inconsistent with the Sept. 15 vote.
Supervisors during the January work session unanimously approved a corrected ordinance to amend 125-12 Commercial (C-1), under part B, subpart 5, to reflect the proper vote by the Page County Board of Supervisors on Sept. 15, 2025 to read:
“Places serving food and/or beverages including but not limited to restaurant, general; restaurant, drive-thru; cafe; tavern; nightclub; bar; pub; bakery; deli; brewery; winery; event venue; catering facility; mobile food vending operation, subject to the provisions of § 125-30.24; and other similar uses.”
