The Page County Board of Supervisors’ April 20, 2026 work session included the following agenda items and actions:
CALL TO ORDER
Supervisors Jeremy Baldwin (District 1), Allen Louderback (District 2), Ryan Cubbage (District 3), Susan Kile (District 4), Jeff Vaughan (District 5) and Chairman Bucky Thomas (At-Large) were present.
PUBLIC HEARINGS
2026 Tax Rates
Supervisors conducted a public hearing on proposed tax rates for calendar year 2026. The hearing drew six speakers.
The proposed rates were advertised as 54 cents per every $100 of assessed value for real estate and mobile homes- a decrease of 19 cents from the current rate of 73 cents - and $3.90 per $100 of assessed value for personal property - a decrease of 40 cents from the current rate of $4.30.
Page County Administrator Amity Moler noted that once proposed tax rates are advertised, supervisors can adopt the rates as advertised or adopt lower rates, but cannot adopt higher rates.
Other proposed tax rates for 2026 reflected no changes: $1.50 for machinery and tools and motor carriers per $100 of assessed value and 50 cents for aircrafts per $100 of assessed value.
Supervisors voted unanimously to adopt 2026 tax rates reflecting 52 cents per every $100 of assessed value for real estate and mobile homes (a decrease of 21 cents from the 2025 rate) and $3.80 per every $100 of assessed value for personal property (a decrease of 50 cents from the 2025 rate).
They voted unanimously to adopt other rates as advertised: $1.50 per every $100 of assessed value for machinery and tools and motor carriers; and 50 cents per every $100 of assessed value for aircrafts.
FY 2026-2027 Budget
Supervisors conducted a public hearing on the proposed budget for fiscal year 2027. The hearing drew three speakers.
Overall, the proposed $99.8 million budget reflects an increase of about 8.3% over the current fiscal year’s budget of about out $92.15 million.
The Page County Board of Supervisors must wait at least seven days following the public hearing to adopt the upcoming budget.
The fiscal year 2027 budget is scheduled to be adopted during supervisors’ work session at 7 p.m. on Monday, May 4.

Abandonment of a Portion of State Route 736
Supervisors conducted a public hearing that considered a request by the town of Luray to remove a segment of State Route 736 from the county’s secondary roads inventory and turn over future maintenance and ownership to the town.
The road is surrounded by town property within the Lake Arrowhead park facility, according to a letter submitted by Luray Town Manager Bryan Chrisman.
The hearing drew no speakers. Supervisors unanimously approved the request as presented.
PRESENTATIONS, PROCLAMATIONS AND AWARDS
FY2026 School Budget Local Share Update
Dr. Bryan Huber, who serves as Superintendent for Page County Public Schools, and Tanya Miller, Chief Financial Officer for Page County Public Schools, presented a finance update for the current fiscal year, highlighting average daily membership numbers that were lower than projected and unexpected capital improvements that were not budgeted totaling $344,413.
They reported that fiscal year 2026 expenditures as of March were projected to total about $47.2 million, compared to an adopted budget of about $46.6 million.
They reported that to date the school system has received about $35.4 million in revenue and expected to receive an additional $10.7 million, resulting in a projected shortfall of $489,190.
ACTION MATTERS
Budget Changes
Supervisors approved allocation requests totaling $211,391, including:
$40,000 in grant funding from Virginia Housing to the Page County Economic Development and Tourism Department for a housing feasibility study
$10,500 in restricted transient occupancy tax revenue to the economic development and tourism department for TOT Grants to Luray SwimFest ($2,000) for its 2026 installment in June and to the Luray Fire Department ($8,500) for its 125th Anniversary Celebration in September
$66,000 in restricted TOT revenue to the economic development and tourism department to fund a request by the Town of Shenandoah to construct a pump track at Big Gem Park
$16,076 from the Virginia Department of Fire Programs to volunteer fire agencies representing a fiscal year 2026 disbursement
$75,280 from the general fund balance to volunteer fire agencies representing the Virginia Department of Fire Programs’ fiscal year 2025 disbursement
$2,500 in donations to the Page County Sheriffs Office for a new K-9
$1,035 in donations to the Page County Animal Shelter for fence repairs
Resolution — Proposed Combined Settlement Agreement Resolving Opioid-Related Claims
Supervisors unanimously adopted a resolution approving the county’s participation in the proposed settlement agreement resolving opioid-related claims against Associated Pharmacies (and American Associated Pharmacies), J M Smith Corp., Louisiana Wholesale Drug Co., and United Natural Foods (including its subsidiaries SuperValu and Advantage Logistics) — collectively known as the “SixRemnant Defendants” - and directing the county attorney and/or the county’s administrator to execute the documents necessary to effectuate the county’s participation in the settlement.
Board and Commission Appointments
Supervisors considered two vacancies on the Northern Shenandoah Valley Regional Commission but took no action. The county has two seats on the commission. One member must be a local government official, either elected or appointed, while the other can be a citizen member.
Other vacancies include the District 4 and District 5 seats on the Page County Board of Zoning Appeals; the District 5 and Town of Stanley seats on the Page County Economic Development Authority; and the District 5 seat on the Page County Tourism Council.

CONSENT AGENDA
Supervisors unanimously approved the consent agenda as follows: financial reports for the period of March 1 through March 31, 2026; accounts payable checks, payroll checks, payroll direct deposits and payroll tax-related electronic fund transfers totaling $2,843,838.62 for March 2026; the meeting minutes of March 2, 2026, March 12, 2026, March 17, 2026, March 19, 2026, March 23, 2026, March 26, 2026 and March 30, 2026; and coyote claims to Tanner Guzy totaling $50 and to Jesse Dodson totaling $150.
NEW BUSINESS
Music Festival Discussion
Supervisor Kile touted plans for a music festival that she is working to organize using restricted transient occupancy tax revenue.
She reported that the event would generate new revenue streams and would include “national bands,” attracting visitors and creating “an experience for citizens.”
Supervisors’ Chairman Thomas lauded the plans as “a wonderful idea” with the potential to generate revenue for the county.
Supervisor Cubbage touted the festival as “a great idea.”
ADMINISTRATOR’S REPORT
Page County Administrator Amity Moler reported that work to distribute fiber optic cable and bring high-speed internet to underserved residents in Page County was nearing completion through its participation in the regional All Points Broadband project.
She noted that the first of four network cabinets was set to be activated in May with substantial project completion in September.
Moler said the county would then begin receiving quarterly updates and highlighted resources for residents that will be listed online on the county’s website at pagecounty.virginia.gov.
CLOSED MEETING
Supervisors entered a closed meeting for a discussion concerning a prospective new business and a potential expansion of an existing business where no previous announcement has been made of the business’ interest in locating and expanding its facilities in the community, pursuant to Section 2.2-3711 (A)(5) of the Code of Virginia; and for a discussion of personnel matters concerning an employee of the Page County Board of Supervisors for the purpose of considering such person’s assignment and performance, pursuant to Section 2.2-3711 (A)(1) of the Code of Virginia.
