The Page County Board of Supervisors’ July 20, 2026 regular meeting included the following agenda items and actions:
CALL TO ORDER
Supervisors Jeremy Baldwin (District 1), Allen Louderback (District 2), Susan Kile (District 4) and Jeff Vaughan (District 5) were present. Supervisor Ryan Cubbage (District 3) and Chairman Bucky Thomas (At-Large) were absent.
ACTION MATTERS
Budget Changes
Supervisors unanimously approved appropriation requests totaling $288,994, including:
$56,959 in state funding
$93,082 from the general fund balance
$3,712 in restricted transient occupancy tax revenue for Cost of Living Adjustment (COLA) pay increases for eligible employees
$45,624 from the general fund balance to reinstate a full-time operations manager position at the Battle Creek Landfill
$89,617 in fiscal 2026 carryover funding from the tourism fund balance to the economic development and tourism department for TOT grant recipients and VA250 projects.
Appointments of Clerk to the Planning Commission
Supervisors voted unanimously to name the Page County Planning and Community Development Department as clerk to the Page County Planning Commission.
The change will allow both Page County Planning Director Josh Hahn and Page County Zoning Administrator I Tracy Clatterbuck to serve as clerk to the commission.
Board and Commission Appointments
Supervisors unanimously appointed Jackie Wood as an industry representative to the Page County Tourism Council for a term beginning immediately and expiring on June 30, 2028.
CONSENT AGENDA
Supervisors unanimously approved the consent agenda as follows: financial reports for the period of June 1 through June 30, 2026; accounts payable checks, payroll checks, payroll direct deposits and payroll tax-related electronic fund transfers totaling $3,846,917.07 for June 2026; and the meeting minutes of June 15, 2026 and June 22, 2026.
ADMINISTRATOR’S REPORT
Page County Administrator Amity Moler reported that plans are moving forward to open a DMV Select at the Government Center in Luray, noting that more than 100 applications were submitted for two positions for the office.
She reported that staff is set to be trained during the final two weeks of August and that she is hopeful the office will open in September.
Moler noted that the county is not eligible for a full-service DMV.
