The Page County Board of Supervisors’ March 2, 2026 work session included the following agenda items and actions:
CALL TO ORDER
Supervisors Jeremy Baldwin (District 1), Allen Louderback (District 2), Ryan Cubbage (District 3), Susan Kile (District 4), Jeff Vaughan (District 5) and Chairman Bucky Thomas (At-Large) were present.
PROPOSED AMENDMENTS TO THE NUISANCE ORDINANCE
Supervisors reviewed proposed amendments to Chapter 80 (Nuisances) of the Page County Code, including § 80-1 (definitions), § 80-7 (adding modified language) and § 80-9 (updating penalty language).
Supervisors voted unanimously to hold a public hearing on the proposed amendments during the board’s meeting at 7 p.m. Monday, April 6, at the Government Center in Luray.
UPDATE ON SHORT-TERM RENTAL SUBCOMMITTEE
Supervisor Cubbage, who served as chairman of a board-appointed short-term rental subcommittee, presented a final report to fellow supervisors, noting other members of the subcommittee:
Page County Planning Commisioner Cathy Grech (District 1); Page County Tourism Councilwoman Cara Sottosanti (District 4); Director of Page County Economic Development and Tourism Nina Fox; and Page County Zoning Administrator I Tracy Clatterbuck.
Supervisor Cubbage underscored the subcommittee’s goals: listing problems related to short-term rentals in Page County; consulting relevant data to fine-tune the list; and proposing solutions to address issues while avoiding unintended consequences.
Cubbage presented a list of 10 key findings, including estimated short-term rental numbers, annual visitor spending, community feedback and other data related to housing and short-term rentals.
Supervisor Cubbage reported that “In the interest of ensuring public health, safety and welfare, as well as respecting the rural nature of our county and the character of our neighborhoods as defined in the comprehensive plan, recommendations regarding clearer and stricter regulations addressing the problems” identified by the subcommittee include two options:
• Requiring a special use permit and supplemental regulations for STRs across the board, with an exception for STRs in owner-occupied primary residences being allowed by right.
• Requiring a special use permit and supplemental regulations for STRs in residential districts, with tighter regulations and standards for by-right use in agriculture and woodland conservation districts.
Supervisors, by consensus, instructed staff to work with the Page County Planning Commission to research both options, identify possible regulations and recommend action.
Board members noted that no changes would be made without following proper procedure, including conducting public hearings by both the planning commission and the board of supervisors for community members to weigh in.
DISCUSSION OF A POTENTIAL RESOLUTION AGAINST PLANNED CONGRESSIONAL REDISTRICTING
Supervisors unanimously adopted a resolution opposing congressional redistricting that dilutes rural and agricultural representation.
The resolution was modeled after one recently approved by the Rockingham County Board of Supervisors that reads in part, “the proposed congressional redistricting plans have raised concerns that rural and agricultural communities may be divided, consolidated, or otherwise reconfigured in ways that diminish their political influence and weaken their representation in the United States House of Representatives.”
RESOLUTION IN OPPOSITION TO PROPOSED HB 1374 AND HB 1377 RELATING TO THE VIRGINIA MILITARY INSTITUTE
Supervisors unanimously adopted a resolution regarding opposition to proposed House Bill 1374, which would amend and reenact § 23.1-2501 of the Code of Virginia, relating to the Virginia Military Institute, board of visitors and membership, as well as a resolution regarding opposition to proposed House Bill 1377, which would create a task force to examine higher education at the institute.
