Supervisors Allen Louderback (District 2), Ryan Cubbage (District 3), Susan Kile (District 4) and Jeff Vaughan (District 5) were present. Not in attendance were Supervisor Keith Guzy (District 1) and Chairman Keith Weakley.
PUBLIC HEARINGS
Rezoning Request — Hoke Properties, LLC
Supervisors conducted a public hearing on a request from Hoke Properties, LLC to rezone a parcel on U.S. Highway 340 in Stanley totaling 0.4595 acres from residential to commercial. The hearing drew no speakers.
According to the application, the property is currently set up to serve two separate offices, as well as an office with a garage space.
The applicant plans to use the parcel for commercial use(s) as permitted in Section 125-12 of the Page County Zoning Ordinance.
Supervisors unanimously approved the rezoning request as presented.
Budget Amendment
Supervisors conducted a public hearing on proposed budget amendments. The hearing drew no speakers.
Supervisors unanimously approved appropriation requests totaling $831,034, including $586,323 from the landfill construction fund balance and $44,677 from the capital projects fund balance to the Battle Creek Landfill for an overfill grading project; $5,000 from the general fund balance to the Office of the Page County Commonwealth’s Attorney for salary changes; $5,000 in restricted transient occupancy tax revenue to the Page County Economic Development and Tourism Department for festival fees and prizes for the inaugural Shenandoah Sizzle Backyard BBQ Competition; $49,750 in school security equipment grant funds to the Page County School Board for operations and maintenance expenses; $10,819 in funding from a state literacy grant to the Page County School Board for instructional expenses; $14,609 from the general fund balance and $63,363 from the 530 fund balance to the Page County School Board for a heavy-duty truck lease and the purchase of a snow plow; $6,000 in unclaimed remains carryover, $1,369 in prior year donations carryover, $18,965 in state asset forfeitures and $9,276 in federal asset forfeitures to the Page County Sheriffs Office for supplies and equipment expenses; $10,000 in grant funding to the Page County Sheriff’s Office to maintain and support the office’s Flock Safety camera systems; and $5,883 in fiscal year 2025 contribution carryover to the Page County Health Department for various expenses.
ACTION MATTERS
Board and Commission Appointments
Supervisors unanimously recommended to the Page County Circuit Court Judge the reappointment of Paul Otto as the District 1 representative to the Board of Zoning Appeals for a five-year term that runs through Nov. 8, 2030.
CONSENT AGENDA
Supervisors unanimously approved the consent agenda as follows: financial reports for the period of Sept. 1 through Sept. 30, 2025; accounts payable checks, payroll checks, payroll direct deposits and payroll tax-related electronic fund transfers totaling $4,955,793.28 for September 2025; the meeting minutes of Sept. 2, 2025 and Sept. 15, 2025; and coyote claims to Paul Kinser totaling $200 and to Bryan Nelson totaling $50.
OLD BUSINESS
Review of Community Service Area Tiers
Supervisors reviewed proposed changes to the Community Service Areas (CSA) included in the Future Land Use Map in the Page County Comprehensive Plan.
They discussed feedback from local residents indicating a desire for the county to discourage the fragmentation of large agricultural, forested and open-space parcels and feedback that growth should be limited to the county’s towns or areas immediately outside of the towns.
Supervisors discussed capacity thresholds within the towns, infrastructure limitations and reduced growth tiers.
They discussed a need to identify opportunities for the county to work in cooperation with the towns and identifying avenues for strategic growth by researching ways to incentivize development.
Review of Subdivision of Land
Supervisors reviewed an analysis prepared by Page County Planning Director Josh Hahn that weighed the benefits and challenges between the county’s 25-acre rule and implementing sliding-scale zoning.
The analysis included a “status quo vs. sliding scale” presentation, a summary of current rules and a proposed sliding scale, a table outlining current and future impacts, a table outlining current lots by acreage and a map of parcels by acreage.
NEW BUSINESS
Review of Ordinance Amendment
Chapter 105 Taxation — Transient Occupancy Tax
Supervisors reviewed proposed changes to the county’s transient occupancy tax ordinance that align with modifications recently made to Virginia Code related to the report and remittance of tax and confidentiality.
Supervisors voted unanimously to conduct a public hearing on the proposed changes during the board’s meeting at 7 p.m. on Monday, Nov. 17, at the Page County Government Center in Luray.
Nuisance Ordinance Concerns
Supervisor Cubbage led a discussion that considered citizen concerns about the county’s nuisance ordinance.
Supervisors discussed enforcement, timelines and the possibility of amending or adding definitions.
Page County Attorney Michael Helm told supervisors he would gather additional information to share with the board.
ADMINISTRATOR’S REPORT
Page County Administrator Amity Moler reported that the county had received several recommendations and requests for additional features regarding a proposed recreation and wellness center after supervisors voted on Oct 6 to initiate a request for proposals for the project’s design build.
Supervisors, by consensus, instructed staff to base the RFP on the presentation reviewed by the board at the Oct. 6 meeting and noted the possibility of expanding in the future if the proposed project is approved.
SUPERVISORS’ TIME
Supervisors thanked those in attendance and commended and encouraged public engagement.
Supervisor Cubbage encouraged community members to take the Page County Planning Commission’s anonymous online survey regarding the county’s comprehensive plan.
