PRESENTATION OF BUDGET AWARD
(GFOA’s Distinguished Budget Presentation Award)
Page County Administrator Amity Moler reported that the county was notified last month by the Government Finance Officers Association (GFOA) that Page County received the association’s Distinguished Budget Presentation Award for a fifth consecutive year, based on financial reporting for the fiscal year ending June 30, 2025.
Entities that receive the award must satisfy nationally-recognized guidelines for effective budget presentation and are rated in four categories — policy document, financial plan, operations guide and communications device — as well as in 14 mandatory criteria within those categories. Supervisors and staff recognized Page County Finance Director Tyler Olsen with a standing ovation.
REVIEW OF LANDFILL OVERFILL GRADING PROJECT PROPOSALS
Supervisors reviewed five proposals submitted to the county for overfill grading work at the Battle Creek Landfill, noting that the Virginia Public Procurement Act requires the county to negotiate with the companies that submitted the two highest-scored proposals.
Supervisors voted unanimously to allow staff to award a contract for overfill grading work not to exceed $631,000.
APPOINTMENT OF SUBCOMMITTEE FOR SHORT-TERM RENTAL
Following up on plans to form a steering committee as discussed during a joint meeting on Sept. 2 with the Page County Planning Commission, supervisors unanimously appointed members to a new short-term rentals subcommittee.
The subcommittee will be tasked with identifying possible solutions to issues related to housing, with a goal of reporting back to supervisors in 90 days.
Subcommittee members include:

DISCUSSION OF RECREATION/WELLNESS CENTER
Supervisor Guzy led a discussion about the possibility of establishing a recreation and wellness center on 6.8 acres owned by the county located behind the Page County Technical Center.
Supervisors discussed possible activities that the facility could include, such as basketball, volleyball, pickleball, baseball, softball, indoor soccer and futsal, a walking track, a golf simulator and multi-use outdoor fields.
They noted potential revenue sources including club fees, tournaments, leagues and rentals.
Supervisor Guzy reported that he and Page County Recreation Program Coordinator Andrew Good had worked on projections to construct and open the facility, which they estimated between $5.5 million and $6.5 million.
Supervisor Guzy underscored the possibility of utilizing funds from three different sources: carryover funds from restricted transient occupancy tax revenue; the county’s fund balance; and a bank loan.
He estimated that the facility’s annual operational budget would total $250,000 under a 70/30 or 80/20 model, meaning that revenue generated by the facility would fund between 70% and 80% of annual operations. He noted that the facility’s central location in the county would likely make it eligible for grant funding.
Supervisors discussed additional possibilities for grant funding and the assembly of the proposed metal facility. Supervisors voted unanimously to initiate a request for proposals for the proposed project’s design build.
