The Page County Board of Supervisors ‘Aug. 17, 2026 regular meeting included the following agenda items and actions:
CALL TO ORDER

PUBLIC HEARINGS
Ordinance Amendment to County Code Chapter 105 (Taxation)
Emergency Services Volunteer Motor Vehicle Tax Rebate
Supervisors conducted a public hearing on a proposed ordinance amendment to Chapter 105 (Taxation) of the Page County Code.
The hearing drew one speaker.
Supervisors unanimously approved the addition of Article XXIV (Emergency Services Volunteer Motor Vehicle Tax Rebate), which will grant an annual rebate of $400 to qualifying volunteer firefighters and rescue squad members for personal property taxes paid for vehicles owned or leased by volunteer fire department and rescue squad volunteers.
Special Use Permit Request — Flourish Real Estate / Jon Copper
Supervisors conducted a public hearing on a special use permit request by Flourish Real Estate/Jon Copper/Glenda Sue Housden Holmes to operate a banquet/event facility on Tanners Ridge Road in Stanley on a one-acre parcel zoned as woodland-conservation.
The parcel incudes two existing single-family, detached dwellings and a former stone church and is owned by Flourish Real Estate LLC.
The permit application also includes a parcel containing 1.501 acres zoned as woodland-conservation.
The applicant plans to renovate and construct an addition to a 50-person occupancy chapel to conduct smaller-scale events such as elopements (between three and 15 guests) and micro-weddings (between 25 and 40 guests).
The public hearing drew 11 speakers.
Supervisors unanimously approved the special use permit request with an amendment to include additional language to condition No. 14 listed in the permit.
ACTION MATTERS
Budget Changes
Supervisors unanimously approved appropriation requests totaling $339,204, including:
$115,200 from the general fund balance to the Page County School Board for an additional 1% raise for staff (excluding administrators and school board office leadership)
$6,977 in carryover funding from the general fund balance to the board of equalization for wages and mileage expenses
$27 in carryover donations from the general fund balance to the Page County Sheriff’s Office for K-9 expenses
$217,000 in carryover funding from the CIP fund balance for a generator at the Stanley Plaza.
Because of a state revenue shortfall and additional federal revenue, supervisors additionally approved transfer requests for the Page County School Board totaling $402,400, including:
$25,233 from operations and maintenance to instruction
$25,525 from operations and maintenance to administration, attendance and health
$244,442 from operations and maintenance to transportation
$107,200 from technology to transportation.
Board and Commission Appointments
Supervisors unanimously appointed Kim Glisson as Page County’s citizen member to the Northern Shenandoah Valley Regional Commission for a term that will expire on Dec. 31, 2029.
Supervisors unanimously appointed Jessica Karnes as the District 5 representative to the Page County Tourism Council for a term beginning immediately and expiring on June 30, 2027.
CONSENT AGENDA
Supervisors unanimously approved the consent agenda as follows: financial reports for the period of July 1 through June 31, 2026; accounts payable checks, payroll checks, payroll direct deposits and payroll tax-related electronic fund transfers totaling $7,385,911.45 for July 2026; and the meeting minutes of July 6, 2026 and July 20, 2026.
OLD BUSINESS

NEW BUSINESS
Discussion of FirstEnergy Page-Sperryville Transmission Line Rebuild Project
Supervisor Kile led a discussion about FirstEnergy’s project to rebuild about 13.8 miles of existing 138-kilovolt transmission lines between the Page substation in Luray and the Sperryville substation.
Supervisor Kile reported that project representatives were not available to present information about the project to the board until October.
Supervisors by consensus agreed to include a presentation about project plans on the agenda for the board’s October work session, scheduled for 7 p.m. on Monday, Oct. 5, at the Government Center in Luray.
ADMINISTRATOR’S REPORT
Page County Administrator Amity Moler reported that plans continue to move forward to open a DMV Select at the Government Center in Luray, noting that counters were recently installed in the office space and that state software was scheduled to begin being installed on Tuesday, August 18.
She reported that she remains hopeful that the office will open in September but that the state will determine the official opening day.
She said that the county will share the date as soon as it’s determined.
Moler reported that the county recently advertised the full-time position of recreation program coordinator, noting that the job description is posted on the county’s website and Facebook page.
SUPERVISORS’ TIME
Supervisors thanked those in attendance and underscored the importance of community engagement.
They noted the passing of Ben “Cooter” Jones and offered condolences to his friends and family, touting his enduring legacy and the impact Cooter’s Place made in Page County.
CLOSED SESSION
Supervisors entered a closed session to discuss legal matters with legal counsel, pursuant to Section 2.2-3711(A)(8) of the Code of Virginia, and to discuss the disposition of real property, pursuant to Section 2.2-3711(A)(3) of the Code of Virginia.
EXIT CLOSED SESSION / CERTIFICATION OF CLOSED SESSION
Supervisors exited and unanimously certified the closed session.
