The Page County Board of Supervisors’ November 2, 2026 work session included the following agenda items and actions:
CALL TO ORDER
Supervisors Jeremy Baldwin (District 1), Allen Louderback (District 2), Ryan Cubbage (District 3), Susan Kile (District 4) and Chairman Bucky Thomas (At-Large) were present. Supervisor Jeff Vaughan (District 5) was not in attendance.
UPDATE FROM ALL POINTS BROADBAND
Tom Imes of All Points Broadband presented an update to supervisors about Page County’s participation in a regional broadband project that is on track to distribute about 3,100 miles of fiber optic cable and bring high-speed internet access to more than 41,000 locations in eight counties throughout the Northern Shenandoah Valley.
Innes reported that All Points Broadband service is now available to the first 100 locations in the PAGE-1 Fiber Service Area — northwest of Luray, from Route 211 and Kimball Road along Vaughn Summit Road.
He noted that residents who registered online at APBfiber.com for notifications will be contacted for drop and installation scheduling.
Imes reported that all VDOT permits required for mainline fiber construction had been approved and that fewer than 20 miles of underground fiber construction remained, with completion projected for mid-December.
He reported that SVEC pole make-ready engineering and make-ready construction was ongoing, and that 69 miles of aerial fiber construction was scheduled to begin in February 2027 and be completed in June 2027.
He touted project marketing and recent price reductions and promotional service packages.
Residents can pre-register or sign up for service at APBfiber.com.
FIRSTENERGY TRANSMISSION LINE REBUILD DISCUSSION
Supervisors discussed the Page-Sperryville Transmission Line Rebuild Project proposed by Potomac Energy (FirstEnergy)— a project that consists of rebuilding about 13.8 miles of existing 40-year-old, 138-kilovolt transmission line between the Page substation in Luray and the Sperryville substation — and state regulatory proceedings and public hearings through the State Corporation Commission (SCC) of Virginia.
Supervisors by consensus agreed to request than any SCC public hearings be held locally in Page County rather than exclusively in Richmond and requested that Page County Attorney Michael Helm research how to submit a formal request.
SCHOOL FACILITIES DISCUSSION
Supervisors led a discussion with Superintendent for Page County Public Schools Bryan Huber and Vice Chairwoman of the Page County School Board Renee Bryant (District 3) regarding ongoing work by the school system to assess the current conditions of the division’s buildings, identify future needs and plan strategically for sustainable growth.
Referencing the recent completion of a comprehensive facility study conducted by RRMM Architects on behalf of the local school system, school officials asked supervisors to consider extending the scope of that study.
Supervisors underscored a need to work collaboratively with school officials to identify short- and long-term solutions that address aging infrastructure and declining enrollment.
Supervisors by consensus agreed to authorize school officials to request a quote from RRMM Architects to extend the scope of the facility study to assess two additional options: utilizing an undisclosed property in Page County to construct a consolidated high school and utilizing the current Luray High School with the construction of an addition as a consolidated high school.
In an effort to establish a short-term solution, supervisors by consensus requested that school officials conduct an analysis of potentially closing the county’s two middle schools — and provide information about any positive and/or negative impacts those closures would cause — as well as identify alternatives to closing the middle schools.
