The Page County Board of Supervisors ' Sept. 15, 2025 regular meeting included the following agenda items and actions:
CALL TO ORDER
Supervisors Allen Louderback (District 2), Ryan Cubbage (District 3), Susan Kile (District 4), Jeff Vaughan (District 5) and Chairman Keith Weakley were present. Supervisor Keith Guzy (District 1) was not in attendance.
PUBLIC HEARINGS
Budget Amendment
Supervisors conducted a public hearing on proposed budget amendments. The hearing drew no speakers.
Supervisors unanimously approved appropriation requests totaling $556,627, including $7,000 in vacancy savings from the compensation board carried over from fiscal year 2025 to the Office of the Page County Commonwealth's Attorney for office renovations; $3,687 in donations carried over from fiscal year 2025 to the Page County Animal Shelter for the purchase of a commercial washer and dryer; $8,000 in local donations to the Page County Recreation Department for the purchase of a robotic field painter; $154,505 in restricted transient occupancy tax revenue to the Page County Economic Development and Tourism Department for annual TOT contributions to the towns of Luray, Stanley and Shenandoah ($75,000), advertising and visitor newsletter campaigns through VistaGraphics ($53,505), shipping costs for visitor guide distribution ($1,000) and an annual subscription to Placer.ai ($25,000) for location analytics; $77,149 in wildfire reimbursement disbursement to Page County Fire-EMS for various volunteer agencies; and $306,286 in state aid to Page County Public Schools for state-funded bonuses.
Zoning Ordinance Amendment (Catering Facility, Mobile Vending Food Operations, Restaurants, etc.)
Supervisors conducted a public hearing on proposed zoning ordinance amendments to Section 125-4 (Catering Facility, Mobile Food Vending Operations, Restaurants, General and others); Sections 125-9 through 125-13 (related district regulations); and Sections 125-21, 125-24, 125-30.17, 125-30.24 and 125-30.25 (related supplemental regulations).
Changes include allowing food trucks outside of the county's commercial district. Supervisors unanimously approved the amendments as presented.
PRESENTATIONS, PROCLAMATIONS & AWARDS
Presentation of the Page County Transit Feasibility Study
Principal Planner for KFH Group Lib Rood and Director of Operations for Virginia Regional Transit Phil Thompson presented an overview of the Page County Feasibility Study, initiated in October 2024 and overseen by a study advisory committee that included community members who met regularly to provide input.
Study tasks included stakeholder and public outreach, including a public survey that garnered the responses of 803 Page County residents; an analysis of existing conditions including demographics, land use, prior studies and available services; the development of potential transit services and strategies; and a draft service plan outlining cost estimates, funding sources, governance and management and implementation.
The draft service proposal outlines the benefits of implementing a new public transportation service to help Page County residents access work, school, medical appointments, shopping and other important destinations, with the service administered and operated by Virginia Regional Transit in partnership with Page County, the towns of Luray, Stanley and Shenandoah and Valley Health.
The draft outlines two primary services — a flexible fixed route in the Town of Luray and demand response service for the more rural areas of the county.
Potential funding sources include both state and federal programs, with potential contributions from the county, towns, Valley Health, other partners, fares and advertising.
Rood reported that the study advisory committee and community partners are working on consensus building through fall 2025.
If consensus is achieved and a local funding match is available, the group plans to apply for a grant from the Virginia Department of Rail and Public Transportation.
Applications are due Feb. 1, 2026.
ACTION MATTERS
Board and Commission Appointments • Supervisors unanimously reappointed Melissa Rudacille to the Massanutten Regional Library Board for a four-year term beginning Oct 1, 2025 through Sept. 30, 2029.
• Supervisors unanimously reappointed Powell Markowitz to the Luray-Page County Airport Authority for a four-year term set to expire on Aug. 20, 2029.
Budget Request
Supervisors reviewed a request by the Office of the Page County Commonwealth's Attorney for $25,913 in additional funding, including $15,024 for salary and $10,889 in FICA taxes and benefits.
The supplemental funding is needed after the State Compensation Board awarded the local office an additional full-time assistant attorney position.
The Office of the Page County Commonwealth's Attorney is additionally requesting salary adjustments totaling $5,375.
Supervisors by consensus instructed Page County Finance Director Tyler Olsen to officially present the budget amendment for consideration at the board's regular October meeting.
CONSENT AGENDA
Supervisors unanimously approved the consent agenda as follows: financial reports for the period of Aug. 1 through Aug. 31, 2025; accounts payable checks, payroll checks, payroll direct deposits and payroll tax-related electronic fund transfers totaling $4,523,091.52 for August 2025; and the meeting minutes of Aug, 18, 2025.
NEW BUSINESS
Review of Rezoning Request — Hoke Properties, LLC
Supervisors reviewed an application from Hoke Properties, LLC to rezone a parcel on U.S. Highway 340 in Stanley totaling 0.4595 acres from residential to commercial.
According to the application, the property is currently set up to serve two separate offices, as well as an office with a garage space.
If approved, the applicant plans to use the parcel for commercial use(s) as permitted in Section 125-12 of the Page County Zoning Ordinance.
Supervisors voted unanimously to conduct a public hearing on the request during the board's regular meeting at 7 p.m. Monday, Oct. 20, at the Government Center in Luray.
Update on EDA Land Sale
Chairman Weakley gave an update on land located off Good Rich Road and owned by the Page County Economic Development Authority (EDA) that was recently advertised for sale, noting that community members reached out to supervisors about the sale.
He underscored that the EDA is an autonomous group and that he wanted to share an update for transparency.
Assistant Page County Administrator Regina Harner presented a timeline of the EDA-owned land:
• 2008: The property was purchased and transferred to the EDA for a future industrial/business park (210.313 acres for $7.5 million); $1,016,500 was appropriated to the EDA for a downpayment on the property.
• 2010: Supervisors voted not to continue to fund the land purchase for 'Project Clover," meaning the EDA would keep only the amount of the property equal to the down payment — about 38 acres.
• February 2023: The EDA presented a request to the Page County Planning Commission to rezone the EDA property from industrial to agricultural; the motion to approve was denied.
• April 2023: Supervisors held a public hearing to rezone the property's 59.153 acres from industrial to agricultural; a motion to table a decision was passed. • May 2023: The EDA voted to sell the Goodrich property and to gather input from supervisors. • June 2023: Supervisors during an annual retreat at Shenandoah National Park instructed staff that the EDA could sell the land if they received a minimum bid of $1 million.
• August 2023: Offers to purchase the EDA land were received and reviewed; no offers were accepted, as none met the minimum requirement.
• July 28, 2025: The EDA voted to advertise the sale of the land.
• July 29, 2025: Supervisors were notified of the EDA's action to accept bids and the process.
• Sept. 18, 2025: Bids are due by 11 a.m.
• Sept. 22, 2025: Bids will be reviewed by the EDA.
SUPERVISORS' TIME
Supervisors thanked those in attendance and commended and encouraged public engagement.
Supervisor Cubbage encouraged community members to attend a public engagement event that invites residents to weigh in on the county's comprehensive plan update.
The event is slated for 6 p.m., Thursday, Oct. 9, at the Stanley Fire Hall.
