The Page County Board of Supervisors ‘ January 20, 2026 regular meeting included the following agenda items and actions:
CALL TO ORDER
Supervisors Jeremy Baldwin (District 1), Allen Louderback (District 2), Susan Kile (District 4), Jeff Vaughan (District 5) and Chairman Bucky Thomas (At-Large) were present. Supervisor Ryan Cubbage (District 3) joined the meeting by phone.
PRESENTATIONS, PROCLAMATIONS AND AWARDS
Health Department Community Health Assessment
Director of the Lord Fairfax Health District Tara Blackley and Senior Director of Community Health for the Valley Health System Jason Craig led a presentation on the Community Health Assessment and Improvement Plan.
The data collected through the assessment “informs decision-making, prioritization of health problems and development of plans to improve the health of the community,” while the health improvement plan uses the information collected through the assessment to “build goals and a plan to improve the health of the community through community-led efforts.”

ACTION MATTERS
Road Abandonment Request from the Town of Luray - State Route 736
Supervisors reviewed a request by the Town of Luray to consider removing a segment of State Route 736 from the county’s secondary roads inventory and turning over future maintenance and ownership to the town.
The road is surrounded by town property within the Lake Arrowhead park facility, according to a letter submitted by Luray Town Manager Bryan Chrisman.
Supervisors voted unanimously to hold a public hearing on the request during the board’s meeting at 7 p.m. Tuesday, Feb. 17, at the Government Center in Luray.
Budget Changes
Supervisors unanimously approved appropriation requests totaling $261,621, including $40,249 from the general fund balance to the Page County Animal Shelter to purchase a transit van using donations from the previous year, as well as $450 from the general fund balance to the animal shelter to purchase supplies using donations from the previous year; $31,000 through a personal protective equipment grant from the Virginia Department of Fire Programs to Page County Fire-EMS to purchase firefighting equipment and gear; and $189,922 in federal grant funds to the Page County Sheriff’s Office for its JMAT program.
Board and Commission Appointments
• Supervisors unanimously appointed John Renwick as the District 2 representative to the Social Services Board for an unexpired term through June 30, 2028.
• Supervisors unanimously reappointed Chris Adams as the District 2 representative to the Page County Planning Commission for a four-year term through Jan. 10, 2030.
• Supervisors unanimously reappointed Roger Houser as an alternate member to the Building Code Appeals Board for a term through Dec. 31, 2029.
• Supervisors unanimously reappointed Elisabeth Alger to the Northwestern Community Services Board for a three-year term through Dec. 31, 2028.
• Supervisors unanimously recommended to the Page County Circuit Court the appointment of Nina Wolf to the Board of Equalization.
CONSENT AGENDA
Supervisors unanimously approved the consent agenda as follows: financial reports for the periods of Nov. 1 through Nov. 30, 2025 and Dec. 1 through Dec. 31, 2025; accounts payable checks, payroll checks, payroll direct deposits and payroll tax-related electronic fund transfers totaling $2,997,136.25 for November 2025 and $3,452,410.79 for the month of December 2025; the meeting minutes of Nov. 3, 2025, Nov. 17, 2025 and Dec. 1, 2025; and coyote claims to Matt Barlow for $50 and Travis Hoke for $50.
OLD BUSINESS
Transit Study Funding Update
Page County Administrator Amity Moler presented an update on grant funding options following the recent completion of the Page County Transit Feasibility Study, noting that the funding is available during a two-year demonstration period.
She reported that the county intends to partner with Valley Health and DMAS funding to cover the full cost to implement a weekday fixed route in the Town of Luray and an on-demand vehicle for residents in the outlying areas of Luray and in Page County.
If the funding is not awarded, the county would be responsible for $24,129, a fourth of the total cost.
Supervisors by consensus agreed to earmark $24,129 in the fiscal year 2027 budget planning process in case DMAS funding is not awarded for the transportation project.
Review of Nuisance Ordinance Amendments
Supervisors reviewed proposed amendments related to Chapter 80 (Nuisances) of the Page County Code, including §80-1 (definitions), §80-9 (adding a “screening, enforcement” section) and §80-10 (renumbering).
Following a discussion, supervisors by consensus agreed to request that the proposed amendments be sent back to staff for further edits and be presented at a future supervisors’ meeting.
NEW BUSINESS
Review of Zoning Ordinance Amendment - Confined Feeding Operations
Supervisors reviewed proposed zoning ordinance amendments related to Article IV (District Regulations) and Article VI (Confined Feeding Operations) aimed at ensuring all regulations related to confined feeding operations are consistent and concise.
They voted unanimously to hold a public hearing on the proposed amendments during the board’s meeting at 7 p.m. on Tuesday, Feb. 17, at the Government Center in Luray.
ADMINISTRATOR’S REPORT
Page County Administrator Amity Moler noted several proposed bills being considered during the 2026 Virginia General Assembly session that if approved could negatively impact Page County and reported that she receives regular updates from the Virginia Association of Counties about the legislative session and other happenings.
She reported that county officials are tracking winter weather forecasted for the coming weekend and that for the first time the county will set up its Emergency Operations Center at the county’s recently renovated facility in Stanley.

The Page County Government Center, Social Services and Animal Shelter will open at noon on Tuesday, January 27, 2026.

Page JDR Court and General District Court will be closed.
