CALL TO ORDER
Supervisors Jeremy Baldwin (District 1), Allen Louderback (District 2), Ryan Cubbage (District 3), Susan Kile (District 4), Jeff Vaughan (District 5) and Chairman Bucky Thomas (At-Large) were present.
PUBLIC HEARINGS
Zoning Ordinance Amendments
Confined Feeding Operations
Supervisors conducted a public hearing on proposed zoning ordinance amendments related to Article IV (District Regulations) and Article VI (Confined Feeding Operations) aimed at ensuring all regulations related to confined feeding operations are consistent and concise.
The hearing drew no speakers.
Supervisors unanimously approved the amendments as presented.
PRESENTATIONS, PROCLAMATIONS AND AWARDS
Presentation of the FY2025 Audit Officials from Robinson, Farmer, Cox Associates, Certified Public Accountants, presented fiscal year 2025 audit results.
For the fiscal year ending June 30, 2025, Page County received an Unmodified Audit Opinion — the highest level of assurance available.

FY2026 School Budget Local Share Update
Chief Financial Officer for Page County Public Schools Tanya Miller led a budget presentation that reviewed the school system’s fiscal year 2025 and fiscal year 2026 budgets, highlighting concerns, including projected salary and health insurance / benefits shortfalls in the current fiscal year totaling about $1.7 million.
Miller presented the school system’s steps to correct the shortfall, including halting the spending of division funds beginning Oct. 31, 2025, limiting department spending, tasking departments to analyze current budgets to identify potential savings, holding off on hiring additional positions and analyzing need when deciding to replace staff upon resignations and retirements.
Miller concluded the presentation with a rundown of next steps, noting that given recent projections, it is likely that school officials will need to request additional support from the county.
ACTION MATTERS
Budget Changes
Supervisors unanimously approved appropriation requests totaling $128,299, including $7,500 in funding from a Virginia Federation of Humane Society’s Direct Animal Award to the Page County Animal Shelter for animal care expenses; $84,919 in funding from a Virginia Opioid Abatement Authority Individual Distribution grant to the Page County Adult Recovery Court for treatment and evaluation expenses; $29,880 in state funding to the Page County Circuit Court Clerk for an additional state-funded position; and $6,000 in state funds through a Provisional Teacher Licensure Incentive Grant to the Page County School Board for instruction costs.
Board and Commission Appointments
Supervisors voted unanimously to recommend to the Page County Circuit Court the appointments of Rose Marie Kearns and Richard Rogowski to the Board of Equalization.
CONSENT AGENDA
Supervisors unanimously approved the consent agenda as follows: financial reports for the period of Jan. 1 through Jan. 31, 2026; accounts payable checks, payroll checks, payroll direct deposits and payroll tax-related electronic fund transfers totaling $3,502,325.65 for January 2026; the meeting minutes of Jan. 5, 2026 and Jan. 20, 2026; and coyote claims to Paul Kinser for $100 and to Tanner Guzy for $50.
OLD BUSINESS
Disposition of County Property & Recreation Center Location Discussion
Supervisors discussed property owned by the county off of Route 211 in Luray and the board’s decision at its February work session to list the property for sale in order to gauge if it was beneficial for the county to sell it.
Underscoring its proximity to downtown Luray and the Luray-Hawksbill Greenway, supervisors discussed the possibility of utilizing the property to build a recreation center and by consensus agreed to halt the board’s instruction to list the property.
Supervisors voted unanimously to issue a request for quotes for the proposed recreation center’s design build at the county-owned property off of Route 211.
NEW BUSINESS
School Facility Study Discussion
Supervisors reviewed a comprehensive facility study conducted by RRMM Architects on behalf of Page County Public Schools.
The study considered as many as 15 building and/or renovation options for the school system, highlighting six options for consideration.
Supervisors noted that the discussion served as a preliminary conversation and that the school system’s planned next steps include conducting programming workshops and order-of-magnitude cost estimates to narrow options, completing conceptual macro-level planning and finalizing a comprehensive master planning document.
ADMINISTRATOR’S REPORT
Page County Administrator Amity Moler reported that representatives from the towns of Luray, Stanley and Shenandoah and the county recently held the first of four quarterly meetings planned for 2026 to share updates and ideas and noted that the board needs to determine two supervisors who will attend the second quarterly meeting in May. She reported that a new DSS Director is scheduled to begin on March 2.
Moler reported that work remains ongoing on the county’s upcoming fiscal 2027 budget proposal.
