The Page County Board of Supervisors’ December 1, 2025 work session included the following agenda items and actions:
CALL TO ORDER
Supervisors Keith Guzy (District 1), Allen Louderback (District 2), Susan Kile (District 4), Jeff Vaughan (District 5) and Chairman Keith Weakley (At-Large) were present. Supervisor Ryan Cubbage (District 3) was not in attendance.
UPDATE ON THE BROADBAND PROJECT
Tom Innes of All Points Broadband presented an update to supervisors about Page County’s participation in a regional broadband project that is on track to distribute about 3,100 miles of fiber optic cable and bring high-speed internet access to more than 41,000 locations in eight counties throughout the Northern Shenandoah Valley.
Innes reported that All Points Broadband service is projected to begin in Page County in the second quarter of 2026, with the first of four network cabinets now constructed and pending upstream activation in February.
He noted that the project was delayed when design plans changed from only utilizing poles owned by the Shenandoah Valley Electric Cooperative to primarily being routed underground, which requires approval by the Virginia Department of Transportation.
In total, said Innes, 22 of 116 underground fiber routes have been constructed and attachment applications are being submitted for about 2,600 SVEC poles for 59 miles of aerial fiber construction.
He encouraged community members to register for project notifications at APBfiber.com, noting that residents will be informed between 60 and 90 days before service is available in their neighborhood.
The project is set to be completed by October 2026.
PRESENTATION ON THE REASSESSMENT
Jason Cowan of Cowan Services led a presentation on the county’s general reassessment, reporting that new property values will be finalized by the end of December and that notices will be sent to property owners about two weeks after.
He noted that the most recent MLS data indicates that the average home sale price in Page County has increased by about 38% since the fourth quarter of 2020 (just prior to the effective date of the county’s last reassessment).
He reported that an index by the Federal Housing Finance Agency using both purchase and refinance data indicates a 53% increase in Page County for the 228 three-digit zip code grouping and a 57% increase for the 226 grouping.
The Virginia Department of Taxation as of January 1, 2024 estimates the assessment level in Page County at 62.14%, Cowan continued, about 38% lower than the “desired level” of 100%.
The new property values will take effect Jan. 1, 2026.
REVIEW OF BUSINESS LICENSE FOR CLAUDIA MUNOZ
Short-Term Rental — Wildflower Lane
Luray Supervisors heard an update from staff and property owner Claudia Munoz for a proposed short-term rental property located on Wildflower Lane in Luray, following a request by supervisors at the board’s November 17 meeting in response to concerns raised by other property owners in the Wildflower Lane area.
Staff and Munoz updated the board on the application process and progress, including the owner’s work to ensure that the property meets all regulations and requirements, including those not met by previous owners.
ADOPTION OF PURCHASING MANUAL
Supervisors unanimously approved a resolution to adopt the Page County Purchasing Manual, a comprehensive manual promoting consistent, efficient and legally compliant procurement practices across all county departments and agencies.
The regulations facilitate the implementation of the Virginia Public Procurement Act and will guide the procurement of goods, services, insurance and construction within Page County.
PRESENTATION OF PLAQUES
Page County Administrator Amity Moler, on behalf of the board and staff, presented outgoing supervisors with plaques in recognition of their service.
Outgoing Supervisor Keith Guzy was recognized for his service as the District 1 representative from January 2014 through December 2025.
Outgoing Chairman Keith Weakley was recognized for his service from January 2022 through December 2025.
