The Page County Board of Supervisors’ May 4, 2026 work session included the following agenda items and actions:
CALL TO ORDER
Supervisors Jeremy Baldwin (District 1), Allen Louderback (District 2), Ryan Cubbage (District 3), Susan Kile (District 4), Jeff Vaughan (District 5) and Chairman Bucky Thomas (At-Large) were present.
FESTIVAL SUBCOMMITTEE DISCUSSION
Noting board-led plans to organize a music festival in Page County aimed at “ensuring additional sources of sustainable revenue for our county,” Supervisor Kile requested that the Page County Board of Supervisors establish a subcommittee to “assist with the planning, logistics and execution” of the festival.
Supervisors voted unanimously to form a festival subcommittee for the event, planned for May 2027. Supervisor Kile agreed to serve as the subcommittee’s chairperson, recruit members and provide updates to the board.
PROCLAMATION — WORLD RED CROSS DAY
Supervisors adopted a proclamation in observation of World Cross and Red Crescent Day on May 8, recognizing the “tirelessness of the Red Cross mission and the people who make it possible.”
According to the proclamation, the Red Cross and Red Crescent help one in 65 people worldwide each year. “Whether teams are working in emergency shelters, blood drives, military bases, classrooms or their very own neighborhoods, their commitment to alleviating human suffering remains the same,” the proclamation states. “They deliver aid and hope in line with our fundamental principles.”
NORTHWESTERN COMMUNITY SERVICES PROGRAM UPDATE
Executive Director for the Northwestern Community Services Board Ellen Harrison presented a program update to supervisors, highlighting achievements made in 2025 and plans for 2026.
She reported that Northwestern’s services cover about 1,600 square miles, serving about 245,000 people.
In 2025, Northwestern provided services to about 4,800 people — including 533 Page County residents.
Harrison thanked the county for its support of Northwestern over the past 51 years of its existence, spotlighting services, programs, trainings, priority populations and awareness efforts.
INTRODUCTION OF SPECIAL USE PERMIT - RANDY WHITESIDES / DAWN PENCE - Banquet / Event Facility
Supervisors reviewed a special use permit request by Randy Whitesides and Dawn Pence to operate a banquet/event facility on Riverbend Road in Stanley on a 2.5-acre parcel zoned as agriculture.
The property includes an existing dwelling and barn and numerous accessory sheds, according to the application.
The applicants are proposing to convert the existing barn to an event facility, convert an existing milk barn to a dressing room, convert an existing pig pen to an outdoor bar area and establish designated parking.
Supervisors voted unanimously to hold a public hearing on the request at the board’s regular meeting scheduled for 7 p.m. on Monday, June 15, at the Government Center in Luray.
FY 2026-2027 BUDGET ADOPTION
Resolution to Adopt the FY 2026-2027 Budget Supervisors unanimously approved a resolution to adopt a budget totaling $97,887,975 for fiscal year 2027 and appropriate funds. The budget will take effect on July 1, 2026.
Resolution to Adopt the FY 2026-2027 School Budget Supervisors unanimously approved a resolution to adopt a school operating budget for fiscal year 2027 totaling $48,903,261, including a local allocation not to exceed $13,624,013.
Supervisors also resolved to appropriate $2,102,641 for school food services for fiscal year 2027. The budgets will take effect on July 1, 2026.
