PUBLIC HEARINGS

Ordinance Amendment to County Code Chapter 105 (Taxation)

Emergency Services Volunteer Motor Vehicle Tax Rebate

Supervisors conducted a public hearing on a proposed ordinance amendment to Chapter 105 (Taxation) of the Page County Code.

The hearing drew one speaker.

Supervisors unanimously approved the addition of Article XXIV (Emergency Services Volunteer Motor Vehicle Tax Rebate), which will grant an annual rebate of $400 to qualifying volunteer firefighters and rescue squad members for personal property taxes paid for vehicles owned or leased by volunteer fire department and rescue squad volunteers.

Special Use Permit Request — Flourish Real Estate / Jon Copper

Supervisors conducted a public hearing on a special use permit request by Flourish Real Estate/Jon Copper/Glenda Sue Housden Holmes to operate a banquet/event facility on Tanners Ridge Road in Stanley on a one-acre parcel zoned as woodland-conservation.

The parcel incudes two existing single-family, detached dwellings and a former stone church and is owned by Flourish Real Estate LLC.

The permit application also includes a parcel containing 1.501 acres zoned as woodland-conservation.

The applicant plans to renovate and construct an addition to a 50-person occupancy chapel to conduct smaller-scale events such as elopements (between three and 15 guests) and micro-weddings (between 25 and 40 guests).

The public hearing drew 11 speakers.

Supervisors unanimously approved the special use permit request with an amendment to include additional language to condition No. 14 listed in the permit.

ACTION MATTERS

Budget Changes

Supervisors unanimously approved appropriation requests totaling $339,204, including:

$115,200 from the general fund balance to the Page County School Board for an additional 1% raise for staff (excluding administrators and school board office leadership)

$6,977 in carryover funding from the general fund balance to the board of equalization for wages and mileage expenses

$27 in carryover donations from the general fund balance to the Page County Sheriff’s Office for K-9 expenses

$217,000 in carryover funding from the CIP fund balance for a generator at the Stanley Plaza.

Because of a state revenue shortfall and additional federal revenue, supervisors additionally approved transfer requests for the Page County School Board totaling $402,400, including:

$25,233 from operations and maintenance to instruction

$25,525 from operations and maintenance to administration, attendance and health

$244,442 from operations and maintenance to transportation

$107,200 from technology to transportation.

Board and Commission Appointments

Supervisors unanimously appointed Kim Glisson as Page County’s citizen member to the Northern Shenandoah Valley Regional Commission for a term that will expire on Dec. 31, 2029.

Supervisors unanimously appointed Jessica Karnes as the District 5 representative to the Page County Tourism Council for a term beginning immediately and expiring on June 30, 2027.

CONSENT AGENDA

Supervisors unanimously approved the consent agenda as follows: financial reports for the period of July 1 through June 31, 2026; accounts payable checks, payroll checks, payroll direct deposits and payroll tax-related electronic fund transfers totaling $7,385,911.45 for July 2026; and the meeting minutes of July 6, 2026 and July 20, 2026.

NEW BUSINESS

Discussion of FirstEnergy Page-Sperryville Transmission Line Rebuild Project

Supervisor Kile led a discussion about FirstEnergy’s project to rebuild about 13.8 miles of existing 138-kilovolt transmission lines between the Page substation in Luray and the Sperryville substation.

Supervisor Kile reported that project representatives were not available to present information about the project to the board until October.

Supervisors by consensus agreed to include a presentation about project plans on the agenda for the board’s October work session, scheduled for 7 p.m. on Monday, Oct. 5, at the Government Center in Luray.

ADMINISTRATOR’S REPORT

Page County Administrator Amity Moler reported that plans continue to move forward to open a DMV Select at the Government Center in Luray, noting that counters were recently installed in the office space and that state software was scheduled to begin being installed on Tuesday, August 18.

She reported that she remains hopeful that the office will open in September but that the state will determine the official opening day.

She said that the county will share the date as soon as it’s determined.

Moler reported that the county recently advertised the full-time position of recreation program coordinator, noting that the job description is posted on the county’s website and Facebook page.

SUPERVISORS’ TIME

Supervisors thanked those in attendance and underscored the importance of community engagement.

They noted the passing of Ben “Cooter” Jones and offered condolences to his friends and family, touting his enduring legacy and the impact Cooter’s Place made in Page County.

CLOSED SESSION

Supervisors entered a closed session to discuss legal matters with legal counsel, pursuant to Section 2.2-3711(A)(8) of the Code of Virginia, and to discuss the disposition of real property, pursuant to Section 2.2-3711(A)(3) of the Code of Virginia.

Supervisors exited and unanimously certified the closed session.

LURAY, Va. — The Page County Planning Commission will hold a public hearing Tuesday to discuss a proposed campground in the Naked Creek area.

The proposal has already sparked concerns among nearby residents, who cite potential noise and light pollution, impacts on wildlife and the environment, and safety issues for both residents and visitors.

The hearing is scheduled for 7 p.m. July 14, 2026 in the Board of Supervisors meeting room on the second floor of the Page County Government Center, 103 S. Court Street.

The request:

Feldman and Three Sons Outdoor Sales, LLC/Hawk Peak Land, LLC has filed an application for a special use permit to operate a campground located off Naked Creek Road, Elkton, VA, and further identified by tax map numbers 110-A-16 (consisting of 24.08 acres) and 110-1-B (consisting of 127.99 acres).

Both parcels identified are currently vacant and zoned as Agriculture (A-1).

Note: There is a portion of land with an approximate acreage of 1.203 acres that appears to be located in Rockingham County. This is not currently mapped on Rockingham County’s GIS Website but documentation has been provided by the applicant (which is included in the packet).

The applicant is proposing a total of 192 total camping sites: 91 pull through sites, one ADA pull through site, 44 back-in sites, one ADA back-in site, 15 luxury cabin sites, 12 standard cabin sites, one ADA cabin site, 10 primitive structure sites, 13 primitive tent sites, and three ADA primitive tent sites.

The campground is proposed to have two wells and a septic system as required by the Virginia Department of Health.

The plan includes the following buildings: Guest Services, Security and Camp Store, Club House and Spa, Maintenance Barn, Host/Manager Cabin, Maintenance Supervisor Cabin, Glamping Cabins, Lean-To’s, and a Remote Bath House.

The plan also includes recreational amenities such as a putting green, a pool area, a zip line, picnic areas, and a playground.

Pursuant to § 125-10 D.(9) of the Page County Zoning Ordinance, campgrounds are only permitted by special use permit in the Agriculture (A-1) zoning district.

Campgrounds are subject to the Page County Zoning Ordinance (Chapter 125) and the Page County Campground Ordinance (Chapter 128).

Copies of the request, the Page County Zoning Ordinance, and the Page County Comprehensive Plan may be reviewed in the Planning & Community Development Office, 103 South Court Street, Suite B, Luray, VA, 8 a.m. to 5 p.m., Monday through Friday.

They may also be reviewed on the County’s website at www.pagecounty.virginia.gov.

A Facebook page opposing the campground project may be viewed HERE. As of mid-day July 13, the group had almost 600 members.

UPDATE ON SHENANDOAH NATIONAL PARK

Deputy Superintendent for Shenandoah National Park, Kristin Gibbs, presented several updates about the park.

She reported that the number of visitors to SNP is about the same as the past few years, based on visitation numbers between January and May.

She noted that the National Park Service recently selected ExplorUS as Shenandoah National Park’s concessioner through a 15-year contract that’s set to begin on Jan. 1, 2027.

Gibbs added that the new concessioner is looking for office space and potentially staff housing in SNP’s gateway communities, including Page County.

She reported that the U.S. Wildland Fire Service is working with park staff and that SNP recently created the permanent position of a structural fire specialist.

ACTION ON SPECIAL USE PERMIT — RANDY WHITESIDES/DAWN PENCE Banquet/Event Facility

Supervisors considered a special use permit request by Randy Whitesides and Dawn Pence to operate a banquet/event facility on Riverbend Road in Stanley on a 2.5-acre parcel zoned as agriculture.

A public hearing was held at the board’s regular meeting on June 15 and drew four speakers.

The property includes an existing dwelling and barn and numerous accessory sheds, according to the application.

The applicants are proposing to convert the existing barn to an event facility, convert an existing milk barn to a dressing room, convert an existing pig pen to an outdoor serving area and establish designated parking.

Supervisors unanimously approved the SUP request as presented.

UPDATE TO STORMWATER FEES

Supervisors reviewed updated fee schedules for stormwater permits, as well as for the modification and maintenance of stormwater projects, by the Virginia Department of Environmental Quality, and voted unanimously to conduct a public hearing on the proposed amendments during the board’s meeting at 7 p.m. on Monday, Aug. 17, at the Government Center in Luray.

ADOPTION OF THE EMERGENCY OPERATIONS PLAN

Supervisors unanimously approved a resolution to adopt a revised Emergency Operations Plan (EOP) and to authorize Page County Interim Director of Emergency Services Woody Brown to make revisions as needed to the plan.

While the EOP is revised continually as needed, it is required that the entire EOP be reviewed and revised every four years.

DISCUSSION OF INCENTIVES FOR FIRE/RESCUE VOLUNTEERS

Supervisors discussed options to implement a new incentive for local volunteer firefighters and rescue squad members by establishing an emergency services volunteer motor vehicle tax rebate, as allowed by State Code.

If approved, the county would grant rebates to qualifying volunteers for personal property taxes paid for vehicles owned or leased by volunteer fire department and rescue squad members.

Supervisors voted unanimously to hold a public hearing on the proposed incentive during the board’s meeting at 7 p.m. on Monday, Aug. 17, at the Government Center in Luray.

Supervisors entered a closed session for personnel matters, pursuant to Section 2.2-3711 (A)(1) of the Code of Virginia.
